Robert is in desperate need of a Green Card, hoping the working papers will not only legalize him but also help him to adjust to his new life. Robert works among immigrants like himself. He and the other waiters live an existence confined to their tiny boarding house rooms, the restaurant and Chinatown environments. The American customers at the restaurant are Robert's only contact with non-Asians untils he meets Claire. She goes out with him and begins to see her as a possible way to citizenship...
